Payment System “Raduga”
One of the progressive directions of development of monetary payments is so called “electronic money”, which envelope not only foreign countries but a large territory of ex-soviet countries either. Plastic cards or “electronic purses” have obvious advantages and are actively pressing usual purses. They have not only better outward qualities, but multi-functionality of a plastic instrument: it is a purse, a safe, a mini-computer, and a bank in one thing.
In many world countries plastic cards have become one of the widespread payment instruments. An important step in change of the payment system of TMR to modern forms of monetary payments was made in October, 2004: to the market of banking services there was represented a unique product – a payment system of a new generation “Raduga” for those who live, earn and spend money in Transniestria. A project initiator and sponsor was Agroprombank, who on the 7th of October, 2004, on the Day of A Banking Worker of TMR, made an official statement about the beginning of working with plastic cards of the new payment system.
However, a large work proceeded that event. Firstly, the Bank, who counts on use of only advanced technologies, decided to make a plastic card not magnetic but microprocessor or chip, because according to specialists’ opinions just a chip card can provide a sufficient security level and a high technology of the project. Secondly, it was necessary to find an experienced and reliable partner, who can help in realization of the project. Agroprombank has found such a partner – an Austrian company “BGS SmartCard Systems”, services of which are used by European banks, and also by banks of Russia, Uzbekistan and Ukraine.
The Payment System “Raduga” is a project of Republican significance, in which interests of all socially active citizens are taken into consideration. Benefits from its realization are obvious: for population – it’s safety and mobility; for enterprises – it’s cutdown of expenses, acceleration of payments, attraction of new clients and motivation of permanent ones; for the state – it’s transparency and supervision.
